Background
Although insufficient health spending remains a major constraint across Africa, inefficient and inequitable use of existing resources is also critical. Strengthening the domestic resource mobilization and governance, especially governance of how resources are allocated is central to Africa’s Health Financing in a New Era strategy, and to the New Public Health Order strategy.
The Bergen Centre for Ethics and Priority Setting (BCEPS) collaborates with the Africa CDC Health Economics and Financing Division (HEFD) to contribute advancing the implementation of Africa’s Health Financing in a New Era strategy, particularly by reinforcing the pillars of
- Domestic Resource Mobilization
- Governance —Efficient and Fair Resource Allocation
BCEPS’ contributions reinforce these pillars by:
- Support the institutionalization of evidence informed priority settings in health to support systematic, and transparent identification and implementation of high priority health interventions that ensure value for money and fair distribution
- Generating continental health economic evidence that informs priority setting decision making
- Support the development of continental frameworks, strategy, tools, guidelines and training packages
- Strengthening Health Economics and Financing Division’s capacity
